Bernalillo Senior Center at last set for construction

After two tries and a year's delay, construction of the new Bernalillo Senior Center is about to begin.

At their March 16 meeting, Sandoval County commissioners awarded the $1.78 million contract to Anissa Construction of Albuquerque. The 7,200-square-foot center will be built on land leased from the town of Bernalillo and share a parking lot in Rotary Park.

Among the company's past projects are multiple public buildings including senior centers, according to its website. Money for the center comes from a statewide bond issue approved by voters.

Sandoval County solicited bids for the project in April and July 2016 before requesting "best and final offers" from three low bidders. All bid responses and final offers came in at more than ten percent over budget.

Under state procurement law, the county then was able to negotiate with Anissa, the lowest bidder, to stay within budget. Public Works Director Tommy Mora, Senior Program Manager Denise King, and project consultant Greer Stafford Architecture accomplished that by eliminating some built-in furnishings and a keyless entry system, which may be added later, and changing the roofing material.

"We are ready for construction," Mora told commissioners. "It's a long time coming."

In addition to providing senior services, the building includes a commercial kitchen to supply meals there, at Placitas and Jemez community centers, and for homebound seniors in the surrounding areas. The current Bernalillo center was built as a residence in 1940 and served multiple uses with additions and alterations over the years.

It became the senior center in 1986, and Mora said maintenance costs continue to rise particularly for electrical and plumbing problems. The building is owned by the Town.

At their March 16 meeting, commissioners also designated April as National Senior Volunteer Month in recognition of the more than two hundred county residents who volunteer as senior companions, foster grandparents in schools, and in the Retired and Senior Volunteer Program.
