The Sandoval County Board of Commissioners will meet Wednesday night to consider a multi-million dollar construction contract and several capital improvement projects across the county.
The commission’s 6 p.m. meeting at the county administrative building will include approval of a professional services agreement with EPX New Mexico to construct the Sandoval County Animal Resource Center for $8.74 million, including gross receipts tax.
The project, funded through bond proceeds and capital outlay funds, was awarded to EPX New Mexico as the lowest responsive bidder among nine proposals received.
The current Sandoval County Animal Care Services operates as a small, temporary shelter with 21 kennels. Due to growing numbers and the increased need for expansion over the last three years, a new Animal Resource Center is being constructed near Hwy 550 and I-25 in Bernalillo, with plans to open in early 2027 or the end of 2026. The new, permanent facility will help the county provide necessary public safety services and continue its top priority of getting pets out to good homes.

Volunteers, dog walkers, and persons interested in adoption are always welcome to assist in finding pets a home.
Commissioners will also vote on two budget resolutions totaling more than $183,000. The first addresses annual law enforcement insurance payments for the Sheriff’s Office and Detention Center, requiring a $152,672 adjustment. Costs decreased 5% for the detention center due to accreditation but increased for the sheriff’s office.
A second resolution authorizes $31,000 in transfers to cover operational expenses for the animal shelter, recreation fund and county projects.
Three capital outlay grant agreements for senior and community center renovations will be considered on the consent agenda:
- Corrales Senior Center renovations through the New Mexico Aging and Long-Term Services Department
- Window replacement at the Jemez Community Center
- Flooring replacement at the Cuba Senior Center
District 5 Commissioner Joshua Jones is sponsoring a proclamation designating February as National Black History Month.
Fire Chief Chris Bagley will conduct a promotional ceremony for newly promoted Lieutenants Javier Galvan and James Pfeifer. The lieutenant position represents the first tier of company officer positions and the first promotional opportunity for firefighters within Sandoval County Fire Rescue.
Under regular approvals, commissioners will authorize publication of a notice of intent to adopt an ordinance addressing fee restructuring for the county’s outstanding Multifamily Housing Revenue Bonds related to the Sandoval Flats affordable housing project. The ordinance would be considered at the Feb. 25 commission meeting.

I am very much in favor of the shelter. We have so many unwanted animals because of human ignorance or just plain lack of taking responsibility. I am proud we have officials that care enough to try and help the problem. Thanks to our county officials for being proactive and thanks to legislators who have helped with funding. I kept saying also is: We should have a law that forbid animal abusers to adopt again, fine for unlawful puppies mills, strict conditions to give permit for puppies, it’s registered nationally like the sex offenders.
